The instruction set is the “hard-wire” part of the CPU and it is responsible for setting the CPU’s machine language.

So, the more complex the instruction set, the slower the CPU will run. And the difference between processors depends on the instruction set.

This component is the actual brain of any computer system. In the human body, the brain makes all significant decisions, and the rest of the mind moves according to the direction of the given brain.
